Only way i know how to modify it in Windows 7, 8, 8.1 and 10 is to use classic shell which you can use to modify the image of the start button. So I just installed Windows 7 last night, and as I logged on, my taskbar looked like Windows Classic Taskbar with windows 7 abilities. I can't change it for some reason, each theme I try is Windows Classic.
